City Council actions Jan. 30, 2023

The following actions were taken during the Sikeston City Council meeting on Jan. 30, 2023.

  • Council was briefed on the FY2022 Audit by Sikeston Finance Director Karen Bailey. There were no significant findings or discrepancies. A copy of the audit can be found at https://www.sikeston.org/financial_and_annual_reports/index.php for free 24/7 access by the public.
  • Council authorized new staff accountant Chase Cogdil to be added to the city’s bank account.
  • Council approved changes to the current municipal codes for the Adult Entertainment Establishments Conditional Uses and Commercial Districts. The changes create an adult retail definition, distinguishing it from adult entertainment.
  • Council approved the City’s zoning laws pertaining to medical and recreational marijuana facilities to be compliant with state laws.
  • Council heard the first reading of a bill that, if approved at the Feb. 6 meeting, would rezone 5.530 acres north of Baker Lane to be known as Magazine Trace from Single Family Residential R-1 to Single Family Residential R-2. Robin Chambers, who is developing the lot, would like to change the zoning due to the smaller lot sizes allowed in R-2 zoning.
  • Council also heard the first reading of a bill that, if approved at the Feb. 6 meeting, would create a subdivision to be known as Magazine Trace, north of Baker Lane. The subdivision will be a gated community with 18 lots.
  • Council approved allowing the Parks and Recreation Department to surplus 30 round tables, 15 long tables and 300 chairs for the Clinton Building. Parks and Recreation budgeted $20,000 to replace the existing tables and chairs at the Clinton Building. Parks and Rec will now solicit bids for anyone willing to purchase the items.
  • Council authorized the purchase of seven new portable radios for the Parks and Recreation Department for $15,217.79. Parks and Recreation budgeted $14,000 for the purchase and has unused funds from other line items within the Capital Improvement fund to cover the additional costs.
  • Council approved the Sikeston DPS purchase of new vehicle extrication equipment from Banner Fire Equipment. The equipment includes a battery power cutter, battery power spreaders, battery power ram, combi tool and miscellaneous equipment. The quote for the equipment is $42,595.99. Sikeston DPS will use the remaining ARPA funds that were not used during the purchase of the new fire engine to purchase the tools.
  • Council approved the purchase of six multi-data terminal computers with funding from a Local Violent Crime Prevention Grant through the Missouri Department of Public Safety. The rugged laptop computers are used by law enforcement and fire responders in the field and hold up when exposed to harsh weather and operating conditions better than a normal laptop. The total cost was $21,948, of which $19,896 is covered by the approval of the grant. The difference is covered in the Sikeston DPS budget.
  • Council approved Hanson Professional Services Inc. for an engineering services contract with the Sikeston Memorial Municipal Airport. The on-call consulting engineer contract is for five years and does not require a retainer.
  • The Feb. 6 Sikeston City Council meeting will be held at Lincoln University Extension, located at 214 Lincoln St.
