Council Actions - April 26, 2021

The following actions took place during yesterday’s Council meeting:
Authorized the renewal of the City’s Commercial Property & Casualty Insurance with Travelers Insurance for the period May 1, 2021 – May 1, 2022.  Total costs of all premiums will be $313,812 with a $10,000 auto deductible.
Authorized changed the accounting basis for the City of Sikeston from modified accrual to modified cash beginning with the Fiscal Year 2020-2021 Audit.  With a modified cash approach, revenue is not credited to the revenue account until it is received.
Approved Resolution 21-04-01, authorizing the issuance of Special Obligation Refunding and Improvement Bonds in the principal amount of $13,560,000 to be used for refinancing the Public Safety headquarters building and also for an Ingram overpass and outer road connecting to U.S. Highway 61, the south industrial park.
Approved Bill #6218, the adoption of the 2012 International Zoning Code.  Benefits to this code include:

    • General Signs, Prohibited Signs, Grand Openings, and permits

  • Planned Unit Development
    • approval, intent, conditions and planning commission
Approved Bill #6219, which amends the Planning & Zoning Commission section of the Municipal Code to include Director of Community Development as part of the Commission.
Approved Bill #6220, which amends the Zoning Regulations in the Municipal Code.
Street Improvement Program for Waters Engineering:  Awarded the bid for cold milling, pavement replacement and bituminous overlay on Adams, Jefferson and Osage Street to Apex Paving of Cape Girardeau in the amount of $160,210.012.  Awarded the bid for Greer & Ranney and Greer & Warner intersection replacement with associated drainage work to Kleusner Construction of Kelso in the amount of $212,135.50.
Street Improvement Program for Lambert Engineering:  Awarded the bid for the milling and asphalting of Pine Street from Malone to Ables Road; Edmondson Street; Campanella from N. Ingram halfway to Gehrig; and the other half of Campanella from N. Ingram to Gehrig to Apex Paving of Cape Girardeau in the amount of $257,686.63.
With no further action taken, the meeting was adjourned.  Next Council meeting is scheduled for Monday, May 3 at 5:00 p.m. in the Council Chambers at City Hall.
