NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or after December 27, 2022, the City of Sikeston will submit a request to the State of Missouri Department of Economic Development for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974 (PL-93-383) to undertake the following project:

Project Title: Sikeston Street Improvements
Purpose: The proposed street project will consist of approximately 4,500 tons of asphalt surface course, 9,900 square yards of milling and 1,970 square yards of concrete replacement. 

The proposed project will include the following streets for pavement repair and overlay:
Hardin Street- Main to Kingshighway
Matthews Avenue - Main to Pine
E. Kathleen Avenue - Main to Pine, Main to Kingshighway
S. Prairie Avenue - E. Malone to E. Gladys

The following streets will require Milling and overlay:
Frisco Street - Ruth to Murray
Kendall - South West to Handy
W. Gladys - South West to Handy
William Street - South West to Frisco
Daniel - South West to Frisco
Dover-Allen to Davis

The following intersections will require asphalt overlay:
E. Kathleen Avenue - at Warner and East Streets
S. Prairie Avenue - at E. Kathleen Street

Estimated Cost: The estimated cost of construction for the proposed project is $589,700. The Engineering Design fee and Construction Inspection fee are estimated at $41,300 and $31,000, respectively. Administration fees are estimated at $33,600. Funding for the Engineering design, construction inspection and administration fees will come from the local cash match contributed by the City. The estimated total project cost will be $695,600.  The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Sikeston City Hall, 105 East Center Street, Sikeston, Missouri, 63801, and may be examined or copied weekdays from 9AM to 4PM.

PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Sikeston City Hall, 105 East Center Street, Sikeston, Missouri, 63801. All comments received by December 26, 2022, will be considered by the City of Sikeston prior to authorizing submission of a request for release of funds.

RELEASE OF FUNDS
The City of Sikeston certifies to the State of Missouri that Greg Turnbow in his capacity as Mayor of the City consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State of Missouri's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Sikeston to use HUD program funds.

OBJECTIONS TO RELEASE OF FUNDS
The State of Missouri will accept objections to its release of funds and the City of Sikeston's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Mayor of the City of Sikeston; (b) the City of Sikeston has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR part 58 before approval of a release of funds by the State of Missouri; or (d) another Federal agency acting pursuant to 40 CFR part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.

Objects must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sect. 58.76) and shall be address to the State of Missouri Department of Economic Development at PO Box 118, Jefferson City, MO 65102. Potential objectors should contact the State of Missouri Department of Economic Development to verify the actual last day of the objection period.
