Council Actions - February 26, 2018

During today’s Council meeting, the following actions were taken:
 
A.  Sonny’s Solid Waste has asked that the City consider amending a part of their contract for Residential Solid Waste to include notification be given to customers who are 60 days behind on their bill and if their bill is not current by the next billing cycle, Sonny’s will remove their toter.  After discussion among Council, no action was taken on this item.
 
B.  Council approved Resolution 18-02-01 to establish a Public Hearing for annexation of City-owned property.  This public hearing will take place March 26, 2018 at 5:30 p.m. at the Clinton Building.
 
C.  Council approved Resolution 18-02-02 to establish a Public Hearing for annexation of a certain unincorporated area on U.S. 61 North.  This public hearing will take place March 26, 2018 at 5:30 p.m. at the Clinton Building.
 
D.  Council approved authorization for City Manager to execute a lease with Bucheit Logistics for the rental of the Essex Building.  The 5-year lease would be for March 1, 2018-February 28, 2023 for $3,000 a month with utilities paid by the tenant.  Additionally, Bucheit would maintain first right of refusal on lease of the south building and the City will perform minor repairs to the roof and dock doors.
 
E.  Council authorized the Department of Public Safety to purchase 62 5-gallon buckets of firefighting foam from Sentinel Emergency Solutions in the amount of $14,055.90.  This will replace the foam that was used to clean up an ethanol spill from a overturned tanker truck on I-55 in September of 2017.  The City was reimbursed from the tanker truck’s insurance company in the amount of $27,647 which covered to cost of the foam, fuel and personnel.
 
F.  Council authorized the Department of Public Safety to purchase twenty-four (24) digital voice pagers.  Utilizing an AFG Grant in the amount of $15,012, the City would only have to pay the local match of $751 with the grant covering the remaining balance of $14,261.
 
G.  Council awarded Bid 18-09, Street Improvement Program, to Apex Paving of Cape Girardeau, MO in the amount of $206,318.60.  This will include the milling and resurfacing of Salcedo Road between North Main Street and Columbine, milling and resurfacing of Airport Boulevard, and street replacement on the 200 block of Daniel Street.
 
H.  The new proposed floodplain maps for the Scott County portion of Sikeston are ready for review.  An open house for the public to review these maps will be held March 26 from 4:00 p.m. – 5:30 p.m. at the Clinton Building.  Open house for public review of the New Madrid County portion of Sikeston will be held March 8 from 4:00 p.m. – 6:00 p.m. at the Clinton Building.
 
I.  Other Items:  City Clerk Couch briefed Council on the Show Me Green Sales Tax Holiday in which sales of qualifying Energy Start certified new appliances will be exempt from state sales tax.  No action was taken.
 
There being no other items, the meeting was adjourned into Executive Session for Personnel and Security.
