Council Actions - January 8, 2018

During yesterday’s Council meeting, the following actions were taken:
A.  Council appointed Madeline Bell and Andy Caton to the Sikeston Pet & Animal Shelter Advisory Board.
B.  Bill #6079 calling for the 2018 General Election was approved by Council.  The General Election will be held Tuesday, April 3 for the election of Council representatives for Ward 2, Ward 3 and Mayor.
C.  Bill #6077 regarding Group Homes was approved by Council.  This bill creates a policy by which a disabled individual may request a reasonable accommodation relating to land use or zoning rules.  It also reduces the minimum distance restriction between group homes to 500 feet.
D.  Council approved Bill #6080 which establishes no parking on the South side of Center Street between Kingshighway & Moore Avenue which is located across the street from Quick Chek 2.
E.  Council approved Bill #6081 which will allow parking in front of DPS Headquarters on S. Kingshighway.
F.  Emergency Bill #6082 was approved by Council.  This bill authorized the rezoning of Wing Lake Estates, 2nd Addition from “AG” Agriculture to “R-4” Two Family Dwellings.
G. Conducted 1st Reading of Bill #6083 for the replat of Lot B-1 of Belz*Burrows, 2nd Addition.  This lot is the former Simply Swirled location.
H. Council authorized the renewal of the VFW Ballpark Lease and Management Care Contract to the VFW Park Revitalization Group (PRG).  PRG will assume day to day operations and maintenance of the VFW Baseball Facility.
I.  Council authorized Public Safety to purchase a used 2013 Dodge Charger from the Missouri Highway Patrol Inventory to replace a vehicle that was damaged in an accident last year.
J.  The 5-Year Capital Improvement Plan was presented to Council for approval.  Capital projects are purchases or projects of $5,000 or more with a useful life of 5 years or greater.  This plan helps in preparing for current of upcoming budget years and community needs several years into the future.  Council approved the 2019-2023 Capital Improvement Plan.
K.  Emergency Bill #6084 was approved by Council.  This bill authorized the execution of a 50/50 cost share agreement with MoDOT for the drainage project along Salcedo Road between Northwest Street and the ridge to the west.  The total estimated cost of the project is $473,372 with the City’s portion totaling $236,686.
L.  Other Items: 
     Council approved Emergency Bill #6085 authorizing the City to purchase the Lil Peddler Building.
     Council’s Community Outreach Meeting scheduled for January 18th has been cancelled.  The next Council meeting will be held Monday, January 29th at 11:30 a.m.
There being no other items, the meeting was adjourned into Executive Session for Property and Personnel.
